Ethical?? Violations???

A licensed electrician did a service upgrade.100 to 200
did the upgrade,
left panel unlabeled, left a couple of previously working breakers diconnected in the panel, doorbell not working (hooked up)
jumpers are still in meter, and he has no intentions of returning .....
where does the homeowner stand in this???
at what point will an inspection take place???
there is a permit, but it was pulled after the job,
thanks

Who pulled the permit? Electrician, or you?
