The pictures don't give the whole story. The third picture looks like calcium coming from the thinset or whatever was used. the first two pictures are not a big help.
I have installed and serviced saline systems (electrolytic chlorine generators) for 20 years. I have seen many of the problems associated with them bur this doesn't appear to be caused by it.
What are the chemistry readings? Chlorine, pH, Total Alkalinity, Calcium Hardness, Cyanuric Acid, Copper, Iron, etc...
How old is the pool?
Do you know what mastic was used to install the tiles?
Where did the tiles come from/are they designed for use in swimming pools?
I'd like to help more, just need more info.

When's the last time anything was cleaned? Looks like a questionable maintenance regimen.
Pool tiles are not dyed.

I agree with Bud on this remark! I'm thinking that some "unprofessional" pool guy or DIYer didn't know how to clean the green sh!t off of the tiles and discolored french gray plaster and did an 'acid wash' instead of a chlorine rinse
Also there is a limited time to post 1 question and then jump ship!

Sure looks like a grout problem. Was there waterproofing done behind the tiles? Also looks like something is happening between the bondbeam and the deck??? Is there a silicone bead between? Is water flooding out over the bondbeam and leaking back in or something?

The tiles are handmake from Thailand.
Laticrete have been used for tiling.According to contractor they do waterproofing.
Pool is 1yr old or less.

Algaecide Problem
This is a common problem we experience here in Florida since so many pools, tropical climate and dumbazz homeowners. Try lowering the PH Low and shocking pool, this should clear it up. (Oh it has something to do with the salt and some products in some of the algaecide). Note- We however tend to see some changes in the marcite as well, are you seeing this? Email me if that does not work or you have any further questions.
