Mapelastic ?

Hi all, I am building a metal spiral staircase, treads are welded up 2" angle with thin plate welded in the bottom to make the pan, then filled the pan (1.75")with a Mapei product usually used for levelling shower floors.
The Mapei is developing hairline cracks above some of the supports(paper thin cracks) only on a few treads.
I plan to use Mapei Mapelastic on the cracks but I was thinking should I apply this to the whole tread (all of them) or just the cracks.
Any thoughts?

No metal mesh, was told by supplier it was not needed, I am not totaly finished filling in the rest of the pans, mesh will be in the next flight.
My plan is to have no cracks in the substrate before I tile.

Are these interior or exterior stairs?

I would think you could use drypack to fill the pans, cover it with ditra and tile.
