Looking For Some Info About The Virginia Area

First of all I would like to know what is required liscense and insurance wise to install tile in VA state?
I currently live in NC and there is no license required to lay tile here...I used to live in Fl and there is a license required there...so I know it is different in each state.
Also my brother in law lived in VA a couple of years ago and said he was very busy...but he is a painter not a tile setter so I am wondering if there is work there now in the tile field.
And last what are the insurance requirements in VA? for instance in NC I have workers comp and liability...but in fl i only needed the workers comp and nothing else.
Any helpful info you all could give me would be appreciated
Thank You
J.R.
