Tiling a kitchen backsplash between countertop and cabinets

wall is painted

can I install tile over the painted walls?

or do I need to cut out that drywall and screw bare backerboard into studs then apply tile

Re: Backsplash Backboard

Yes, you can tile over painted walls, but if a gloss finish, I would rough sand it first, Mastic is fine as long as the tile is under 8" square and aren't stone.
