I was to backfill an unpoured center-block deck wall with sand and then pack with a Wacker-Packer (jumping jack) and I made it clear to the HO that the wall will not be able to hold true without reinforcing the wall. He told me to go ahead and pack it anyways and that we'll ( <----see that?) deal with it if something happens. Needless to say I made it clear I was NOT going to be responsible for any damage that I have already pointed out!

He agreed.

Sure enough the wall bowed and cracked all mortar. HO came to me asking what happened and I told him to write my check and for him to have a great day! I am glad I recorded the situation before hand.

He had the wall poured and was able to straighten it...without me being involved! Thank goodness!

Anybody that does not put in anchor bolts for any failuer is totally responsible. The bolts are an important factor to use the strength of the masonry (or any wall) when it comes to lateral loads. If missing they are also the major cause of problems with tornadoes - just asj Dorothy and Toto!

After Katrina and Rita. I inspected numerous homes north ans east of N.O. that were hit by the tornadoes that were spawned by the hurricanes. Most were totally inadequate regarding anchor bolts because of the lack of codes and inspections and almost all would have been fine if they were built properly, except for a few shingles. Some were totaled without any insurance or proof of code compliance..

Being cheap. building less than code (the worst you can build and still be "legal") and not having insurance is just stupid.

It was good I could get the the "shack" north of Biloxi for good food while i felt sorry for the owners.
