Removing Fire Debris From A House.


Hello Fellow trade men,

I have a have good friend that just contracted me out to rebuild His House. Recently, an electrical fire in the living room took out his home. 65% of the interior burn out. The Frame and structure are still in tack and can be most likely salvage. The full interor must be rebuilt and updated. He has no insurance in property; however the property is free and clear. The house is built in 1985, 5bed 3bath 2500sq'. Property is located in San Jose CA. Thx

My question;

I was told that there is some special permit that is needed to remove fire and burnt out debris. Is this correct?
