Nice house! With all we've talked about, the pictures you emailed me and looking at the products you used I will start to offer my personal guess. I am not a person with letters after my name or any professional title so this is just my observations and opinion from long distance. I am going to have to do this a piece at a time because there is no one answer. Everyone who has offered an idea has part of the puzzle. I hope I can get my thoughts down and sound logical.

What kind of melarky is this? You get to look at actual pictures to form an opinion, and all we get to see is a bunch of dashed lines. Whats with that?

dumb question, at the area in the concrete floor or wall that water is getting through, could you drill a hole through it, and inject some of that avant sealer? i just started using the stuff to seal manholes, it's WONDERFUL stuff.
