I need to install a type III NG vent in an exposed location, outside, above a deck. I don't know what the exhaust temp would be from the ng tankless water heater which it would serve. I am searching for the correct, weather resistant, insulation to install as well as the correct trade that would ordinarily install such insulation (I'm a plumber and I know it's not me). I need as small of a wall thickness to the insulaation as possible. Somebody please steer me in the right direction. Thanks.

As far as I know there is no insulation for an application like that. Your best option is to box it in leaving a 2" air space to the pipe. That achieves two things. It protects from contact, and it also hides the chimeny.

I believe QUICKWHIP is right. The best thing to fill the hole in would be a wall thimble. You should be able to get one at the flue pipe supplier.
