What you're talking about is called a "differential thermostat" (sp. sux, that's why I'm a mechanic, not a science teacher...) If you have a Johnstone Supply near you, they have diff.stats in stock, they also have TXVs which will help you on the flow regulation- they basicly work like a gate valve with a feedback circuit to keep a constant pressure supply at the outlet. (WAY more complex than that, but this gives you the idea...)

TXV is a Thermal Expansion Valve- try Googling it, see if that helps you at all...
