radiant heat

I am installing a radiant heat system in my home. I will be installing a zone in the basement cement pad. Do I have to put down 1 inch foam insulation under the tubing? I had not put that in my budget, the foam will cost me an extra $800.00!! It is a ranch and it will also have tubing between the floor joists.

foil backed double bubble wrap is sufficent also.....

The choice of putting insulation under the tubing is about just heating the heavy mass above it or the entire ground mass below as well. That is a time and cost choice. The better the thermal break between the ground and above, the quicker reaction and less costly the result.
