need air exchanger?

my brother in law is building a home
1 level 1500 sq feet
does not want to spend the money on air exchanger
would a couple bath fans on timers keep the humidity level down
carpenter looking for any options

During the winter, yes.
During the summer, probably not.

Where will the fresh air be coming from.

i thought into mech room

Depends.

How many CFM is the range exhaust hood.
How many CFM are the bathroom fans.

Remember. All fresh air you bring in needs to be either heated or cooled to room temp. So if you just bring in unconditioned air.

Its best to bring it into the return of the forced air system. So that it is spread out amount all the rooms.
That way, you don't notice the cold or hot air you bringing in as much.
