Question Mercury T-stats Outlawed

Some New Old Stock Mercury T-stats are still around, my HVAC guy says they are no longer legal to install in Ca.
Mercury is a liquid metal and should be treated as Hazardous Material, dispose of properly.

Besides, the pure mercury in one of the thermostat bulbs can be reclaimed then used making thousands of the low-energy compact flourescent twist bulbs to cut lighting energy use to less than half the electricity of incandescent bulbs. It is responsible green care.

Other than getting a drs note and buying pot at a store what is legal in california???
