Knee Wall Insulation ?

I have a cape cod with the infamous knee walls. This house ate me alive last winter in heat.
My ? is. If I insulate the roof side with R-38 w/ craft paper, can I sandwich it with 1" ridgid foam? Will the craft paper create moisture between the ridgid foam board? I do have a ridge vent and holes in the soffit. I also added the ventilation baffles in between the rafters, wich I will seal at the soffit end of the bays(does that make sense).

TIA - Brian
