Help on Armstrong Air Package Unit

I'm working on a Armstrong Air PGE10 Package Unit that someone tried to replace a burned out blower. They replaced the old motor with a universal one. In the proses they burned the new one up too. I now get involved because they took the money and ran without fixing it. So I start checking thing out.
Without putting a new motor on I put my Voltage meter on the Cool med speed wire and common for the air. Turn on the air I get 220 volt's. When I hook my voltage meter up to the Heat low speed wire and common for the heater I get nothing. It go's thought the heating sequence but when it comes to the point to start the blower nothing happens. I checked it at the connection at the Circuit Board and still no power.
I did notice that someone took the cool blower connection off the Circuit Board and put it on the L1 on the contactor. It has a Heatcraft GCI-1 Ignition Control Circuit Board and I an wondering if that got damaged when the motor burned up. Any Ideals I'm I looking in the right direction?

Did the unit have a schematic/ wiring diagram? Was the t-stat fan switch in the on or auto position? Before replacing parts, make sure everything is wired as was designed in the first place. Generally, a burned out motor will not damage a control board. However, it is possible that the control board is bad. The first thing you should do is check out the wiring diagram. If someone took the lead off from the control board and installed it at the contactor, put it back where it should be. Put the fan switch in the auto position, and take it from there. If the fan doesn't come on, do as you have been doing, check the voltage at the board. You are in the right direction.

I had to go back to the Factory to get the right wiring diagram for that model. The one on the door was faded and the ones I downloaded of the internet were from newer model. I'll check to see if there is anymore wire that were moved. Thanks...

Got a wiring diagram and check the unit out. All the wire are in the right place. So I hooked up my tester to the heat wire connection on the control board and fired the heater up. It went thought the heating sequence but when it comes to the point to start the blower nothing happens. No power from the board. Then I waited for the unit to cool down. I hooked up my meter to the cool wire connection on the board. Started the Airconditioner up and there was no power from the board too.
I'm thinking I can safely say that the control board is bad.
