Heat & Cool Unfinished Basement?

I've been told by my builder that it is against North Carolina code to heat and cool an unfinished basement. Does anyone know the specific NC code that references this? I'd like to look it up. When building a new house it sure seems like the best way to combat mold and dampness in the basement would be to install HVAC.

Agreed, I have seen plenty of homes with HVAC in basement in NC. It would definitively makes sence, I have a house in Rocky Mount and I know the humidity levels are pretty high year round, as previous post stated find out from code official directly.

I guess I should have said "is your basement insulated?", that was what I was wondering about.

We've finished plenty of basements (in GA) where parts were unfinished (but insulated) and we ran hvac in the unfinished spaces as well if the homeowner wanted it (for shop/storage etc.)...never had a problem with inspectors in regards to it.

But I'm just a carpenter, so whadda i know?

maybe you can find the codes in the libary.......if not you can buy the code books...................
