garage insulation

I am finishing a basement with a tuck under garage so the the space above the garage is finished/heated already. The roof of the garage is insulated and sheet rocked (which I plan to redo). The walls of this tuck under garage are block and are not insulated. The question is should I insulate the walls? Glue some rigid foam to them or something? The exterior walls of the garage are about 50% above grade.

This would depend on what you plan to use this space for. If you plan on using it for an office or extra rec area then sure I would insulate it. If you just using it to store general stuff save the extra money.

Do you want a heated garage? Is that what you're asking? If so, then insulate it.

If all you are trying to do is keep the living space above the garage warm then you have already done that. Insulating the walls of the garage will have minimal effect on the livability of the space above given that the floor/ceiling is insulated.
