Compressor fan problem

I'm trying to diagnose a problem w/ a Ducane compressor in a 3ton split system. When AC is called for, the fan in the compressor either doesn't start or starts slowly. It's not a bearing problem. Voltage at the relay in the unit is at spec. If I give the fan a little 'nudge', it spins slowly, but not at full speed. It's a 1999 unit, probably not a dual stage unit (low/hi fan).

would the problem be indicative of a bad fan or cap?

yeah, sounds like it. if you give it a spin and it somewhat runs, the cap is usually the suspect.
