Question Blower problem with gas furnace

I have an issues where my house does not seem to be pushing much air out of some of my heating vents in my house. I know the filters are clean in the furnace. I was reading the voltage on the blower and was only reading 96 volts rather than 120 volts. Is this a sign of a problem?
