Programed inspections have no bearing on the applicability of OSHA laws and standards. Small companies are exempt from a few paperwork program (Annual recordkeeping/reporting via OSHA 300 comes to mind.) but the OSHA standards apply equally to small and large companies.

As to inspections I have worked for and represented firms from a sole proprietor with one employee to companies with thousands of employees - and I have not seen one programed inspection! But I have seen and been involved in (mostly from the sidelines fortunately) a fair number of inspections/investigations triggered by injuries, fatalities, and complaints.

Where non-compliance with OSHA can really get ugly is in civil suits. California has several laws that allow employees to bypass regular OSHA law and sue the company, and management (down to the lowest foreman/supervisor level) and get major fines and jail time.

it's been five years since I've had a job that necessitated it's use, but I still have it. Use to drag it around in the van with me but it's been collecting dust in the shop.

I'm fine staying on the ground these days lol

I knew someone who took a job right across the street from a local OSHA office but did not know they were across the street. They stopped by the very first day, and the 2nd day, and the 3rd day. He finally realized what was going on when the guy pointed to their building. He got a $30k or something fine brought down to $1500. Now he does everything correctly and has no issues when they stop by any where he is working.
