Well, the issue is over. The Architect told us to continue. Here is the Security companies response.....

Please note that the article reference you cited, Article 370, refers to cablbus. As per the cablebus definition, 370.2, it is
clear that burglar alarm cabling is not a cablebus.
Also, please continue to read Article 300.15. 300.15A through 300.15M are the exclusions. Burglar systems are closed
loops as in 300.15M.
The issue you raise also raises another issue. We at Security Systems by Hammond in our 40 years of existence wondered
why no electrical inspector has ever cited us for noncompliance. To satisfy my curiosity I contacted Middle Department
Electrical Inspections to get their opinion. Middle Department does many of the electrical inspections in Dutchess County
and throughout the state. I am told that they are certainly aware or the long accepted trade practice of soldering and taping
splices and inserting the cable back into the wall cavity. I am also told that because NEC does not specifically address
burglar alarm cable splicing, there is no violation.
Please let me add that the only non power limited cabling we would use in a residence is fire alarm cable. Fire alarm cable
does require termination in a box. Please also note that Article 725 covers power limited circuits. Article 725.25 states that
only class 1 circuits shall be in accordance with Article 300. Burglar alarm systems are class 2 circuits.
