Workers Waiting For Projects


Hello there,

I would like to ask for some help regarding this issue:
Trade: Construction
Location: Saudi Arabia

We are contractors in the construction business in Saudi Arabia and we are currently working on few projects. Briefly speaking, all our projects are reaching their end and we have about 1,000+ workers of all trades who will be waiting for new projects. Our top management suggested few strategies to solve this problem because currently we are not working on any project and we need to do something to help our manpower stay in shape and keep working. The suggested strategies are as follows:

1. Give at least 1-month vacation to the workers until we land our next project.
2. Hire our manpower to some contractors looking for extra workers.
3. Find some contractors looking for a subcontractor.
4. Hire a business development specialist to find new projects.

Because I work in recruitment, and because I am new to this trade, I attended a meeting to analyse the above and here are my findings:

1. Giving vacation after completion of the project is not so promising because most of these workers are under-paid and they can't stay for more than one month on a vacation specially that they know we have no projects in the moment. So, my feelings are that these workers will go look for other companies to join and this is catastrophic as we might lose a huge number of human resources.

2. If we rent our manpower to other contractors or manpower agencies and win a project, we might not be able to get them back any sooner as we never know for how long they will be rented and how soon we are getting a project.

3. Getting a subcontract from contractors is somehow a good strategy, but this process may take some long time to find the right subcontract project that matches our workers's skills and professions.

4. I was assigned as a temporary business development person to go fetch some prospected projects to win a subcontract. But I have no experience in construction business development and I really do not know where to start from. The biggest thing I did for now (after 2 days) is to post in this forum and ask for help.

What do you think is the best strategy?

gotta go to the job site and or , find who the prime contractor is , and start there, and work that angle , that work is big money and most get contracted from england and ireland , so hard to get into , find the contractor you find the jobs, these guys aready for the most part have thier subs in line , they are huge contractors, with lots of money ,
