Vinyl Deck, How Do They Get Away With It!?

Hey all, I've just gone to a potential customers' house to see what kind of work they need done. Their current deck is 14'x20', covered with sheet vinyl. He shows me that there are soft spots scattered throughout the deck surface, and that he had this problem fixed approx. 5 years prior.
The way they fixed it was to remove the old vinyl, lay new OSB down on top of the rotted plywood and then recovered it with new vinyl! Is this not the most ridiculous thing ever?!! Their caulking job doesn't look like it did much either. They are having some issues with their skylight, heres a pic of that one. any comments?

Looks like a homeowner job to me.

I wouldn't admit it if I was him, either.

That job is a losing battle.

Run.

The only fix is total demolition, repairs to the house, then reconstruct. The type of work done makes it clear the owner is CHEAP. Any work you do for this guy will become painful.

RUN.

Sheet vinyl on a deck! I've never seen that before. All that vinyl needs is maybe some shoe moulding around the edges

I'm just back at a customer for whom I replaced their deck surface and covered it with vinyl 8 years ago. The vinyl is in fine shape, there is no water going anywhere it shouldn't, and all is well. That said, I wouldn't do it for myself, but it can work if applied properly and due diligence is done.

Judging by the pics, and the caulking apparently applied with a shovel, neither 'properly' nor 'diligence' are present here.

Is that water inside the skylight? Or a crack?
