Sanding Existing Deck - Method?

I have a friend that contracted to have his deck powerwashed and refinished. The guy powerwashed it (with too much pressure) and left "fuzzies" all over. Friend complained enough that the guy is sanding the benches and railings with a palm sander, but wants to use a rotary floor sander (like a floor buffer/polisher) with the open mesh screens for the deck surface.

The deck is about 600 SF, 2x4 cedar boards, and the decking was installed in a herringbone style pattern with "picture framing" details dividing the deck up into several distinct areas. Because of the size a hand-held belt sander would take forever, and with the numerous directions the wood grain runs a flooring type belt sander would also be out of the question.

Would the rotary sander work with fine screens just to knock down the "fuzzies"? I believe it would leave swirl marks and that they would show up when it was refinished (semi transparent oil stain)

I know it should be up to the guy that screwed it up to fix it right, but his "cure" is the rotary sander and he has the homeowner convinced it will take care of it. I don't know if it will work or won't work, I have never tried it or seen it done to a deck, I am just concerned about the swirl marks.

Any thoughts or suggestions?

same link as above but use a belt sander. Same thing they use to refinish hardwood floors.

i have used those sanders to finish sand flooring and they dont leave swirl marks with a fine enough mesh probably is the best bet to use that

I know that this proceedure might take a little longer, however it might be the best way to go. Also this will allow him to sand every square inch of the deck.
