Wiring Up Furniture Lights With A Ballast

Hi folks, have a question for the electricians. Got a call from a furniture builder who is putting lights in their furniture cabinets. 2 lights total. Romex is run to where the cabinets are going to be. My question is does the Romex need to be in a junction box with an outlet or can it run out of the wall and wired into the ballast and then into the light cans?

Re: Wiring Up Furniture Lights With A Ballast

What it essentially comes down to is that any splice must be inside an enclosure. So if the ballast is inside an appropriate enclosure, he can run the Romex right to it.
