Service Change?
When you're doing a service change that is going to require the replacement of the feeders from the meter to the service main, does the utility company have to come out and remove the meter, can they give the homeowner the ok to do that themselves, or can they just open the circuit in the meter without actually removing the meter?
A friend of mine just moved into a house with a main disconnect next to the meter outside, and apparently at some point some bozo added a 16spc MLO "sub-panel" for pool equip and an AC condener unit next to the disconnect and just shoved #6's under the load side lugs of the 200a main breaker, along with the 2/0's going into the house. So what we want to do is get the power shut off, pull the "sub-panel" and disconnect off, and put a weatherproof MCB panel up(does it need to be 42 circuit?) next to the meter. Can he as the homeowner call the power company and have them remove the meter and then reinstall it when he's ready, and does he need to pull a permit with the county first? Basicaly what are his rights and abilities as homeowner? |

It depends on what state we're talking about since local codes vary from state-to-state. Around here the POCO will charge at least $195 p/ hour just to pull out the meter but they'll come do it if you wish. I'm sure you'd like to do this work for your friend yourself but it if you're asking questions about pulling a meter I feel you have no business in attempting to do a service upgrade. Contact a licensed electrician.
