Power under carpet??

So my HO wants power brought out from the wall about 5 feet. Asked if I would do it. I told him no. He later on tells me that he read online that there is a way to do it. He wants it completly covered up and terminating at a 2 gang box in his living room (resi).
Thoughts?

I take it there is no basement under this room....
Channel the floor and run conduit
He is talking about flat cable system wiring, but it is only allowed in commercial settings.
I think I may have answered this guys question somewhere ...

I've been using Mr. Sparky's under carpet wire without any problems.
