Penetration At 2-hour Separation

we're building a 5b rated building, nursery school under offices. the nursery school has a 2-hour separation top / bottom and on all load bearing members. my electrician is telling me that its BX inside the 2-hour rated area. Does anyone know if these are BX home runs to the main panel or are we allowed to terminate at sub-panels just outside the 2-hour rated envelope and go with Romex from these sub-panels to the main? We're IBC.

What would you rather use? I know you can't run romex in that construction type, anyplace.

I guess you're going to have install some conduit from the MDP to a sub panel and tie your armored cables in there.
