No License Uhh Ohhh

I have a friend who had his master electrical license but let them go inactive due to not every using them since he does HVAC installs now. Well he did a side job on a mobile home a couple of weeks ago that the homeowner agreed to pull the permits and said that he (home owner did the work) which consisted of putting in a new service panel and running new cable under ground to the meter base. Now KY has some sort of new law where the people who manufacturers the homes have some type of paper which is required before the electric can be turned on (not sure on the details). Now the home owner is kinda backing out on the agreement (work is finished waiting on inspection) between the friend and himself and now my friend is worried about getting into trouble and asked me for some advise.

I'd figure I'd post it up on here and see what you guys thought and if you heard of any similar circumstances.

Cliffs: No valid license, home owner agreed to pull permits and said he did work, home owner is scared now and thinking of mentioning the friends name, IT IS NOT ME that did the work, the moble home is out in the boon docks, what kinda trouble is he facing?

In many instances like this, all the work will have to be removed, even if installed correctly, and then replaced by a licensed contractor.Fines vary from state to state,it could be as much as $1,000 or jail time, and someone will be paying for the new install as well.Tell your friend "if you play, you have to be willing to pay",if you're caught. If he actually was licensed,he should know the state rules and regulations and the punishmment he may be facing.

I think if he is an hvac guy and he used to be a master he should know a few electricians on a first name basis I would call one of them and see if they would be willing to look at it and pull the permit for a small fee.

He could leave town and never be heard from again. So your friend did all this work and never got paid?

In California you can be a "owner/builder." Meaning if its your house you can get permits to do work, and it doesn't matter if you are licensed or not. As long as it passes the inspection you are ok....

I don't know how Kentucky rules are, but it does sound like there might be some trouble...

I agree, he should know a buddy that can bail him out if legit. Kinda reminds me of the scenario where a friend says "I know this guy that has crabs & he was wondering how his wife wouldn't find out" Lol! ok ! It may be to late now pal as she's scratchin away!

lol I knew someone would bring that up.

Anyways I believe KY has the similar rule if that if the owner carriers the permits he can have whoever do the work. My friend has already been paid and to top it off the guy called him back wanting him to hook up the power HVAC after trying to bail on the agreement. I told him the best thing to do is not to go back.

Everything went ok, the homeowner pulled the permits and the work passed inspection.

If we didn't have standards for electrical wiring than we would have what our ancestors had late in the nineteenth century: an abundance of electrical fires. It's what brought about the National Electrical Code. That's why we have inspections and electrical inspectors; to approve of safe electrical installations.

I was wondering about that we had a homerowner permit pulled for my lead guys dad's back in 97 and he had to sign a document like that saying he would do all the work himself. Bubbles are you in NKY?

If the correct permit was pulled I really see no issue with this. The home owner in a sense it the contractor. If his brother, father or whoever helped him they probably could care less as long as the work isn't botched. If it is compliant work and good work then they are going to sign off on it....IMO.

No longer true in Los Angeles. They have the same affidavit to fill out.

True, but doesn't mean we are free.

Also, not all the rules are for safety. A homeowner was telling me about the outlets in his bathroom being covered up and why. He said the previous owner put the bathroom in and was scared of electric shock so he didn't want any electrical outlets - GFI or otherwise. The city inspected and made him put in outlets. He did, but then walled over them.
