Ground Rods For Soil With Bedrock

What do you all suggest as the best method for adding ground rods in soil with bedrock lying 1-2 feet below the surface? I have seen ground panels for this application, but I'd like to get opinions/ideas...

You can lay it horizontally but it must be 2 1/2 feet deep per 250.53 (G).

A "plate electrode" is what it's called. You can make one. It need not be bought. Here's the highlights, from the code.

250.52(A)(6) Plate Electrodes. Each plate electrode shall expose not
less than 0.186 m2 (2 ft2) of surface to exterior soil. Electrodes
of iron or steel plates shall be at least 6.4 mm (1⁄4 in.)
in thickness. Electrodes of nonferrous metal shall be at least
1.5 mm (0.06 in.) in thickness.

250.53(A) Rod, Pipe, and Plate Electrodes. Where practicable,
rod, pipe, and plate electrodes shall be embedded below
permanent moisture level. Rod, pipe, and plate electrodes
shall be free from nonconductive coatings such as paint or
enamel.

250.53(H) Plate Electrode. Plate electrodes shall be installed not
less than 750 mm (30 in.) below the surface of the earth.

would that be a 1ft square plate? = 1 ft surface area on each side? or do you read it as a 2ft square plate?
