Ground inside meter base

In a meter base there is a small ground connection that looks like it's meant for a ground to be run back to the panelboard. But there is a knockout in the bottom of meter bases for ~ a 4 AWG ground. Is the ground connection in the meter base a convenience thing where the ground can be directly run out of the meter base directly to the grounding rod, without having to go from the panelboard on the inside of the house and then through the foundation to the grounding rod?

It might help if we knew what State you were in...POCOs have very different rules regarding what is in THEIR meter pan.
