Fluorecent Fixture Calculation Help Needed

Is there any rule of thumb to use when calculating how many 8' two lamp HO cold weather fluorescent fixtures would be needed in a 50X30 Storage garage?

I think the rule of thumb is called the NEC.
Maybe you've heard of it?
