Ballast Question

I am replacing bad ballasts. The 4 lamp T8 fixtures are wired with a 4 lamp ballast and a 2 lamp ballast. They are wired to 2 switches. One switch turns them on/off & the other switch is hi/low or 2 lights/4lights.

Is there a way to wire this to one ballast? Or is there a better way to wire this?

Just do A and B switching , every other light. 1 on, 1 off. 1 ballast per light.
