Wall Paper Removal Nightmare


I tried to remove old wallpaper and I got most of it off. But,I have several places I can't seems to dissolve the old paper/paste and I've torn into the sheetrock. I have a ragged surface of paste/paper that I'm letting dry now. Any ideas what I should do? I'd like to keep the wall a flat surface and paint them.
