Do I Include Plaster In Drywall Proposal?????????????

I have been working on a proposal for a school addition and new construction. We turned in the proposal this morning and one of the GC's called and said we were dis-qualified becasuse we did not add the plaster in our pricing. We discussed this a few weeks ago and decided to omit with the mind set that plastering should be done by a plastering and stucco company. Any feed back?
