Stucco Repair?

AZ new construction residence had soft stucco - less in depth than minimum 3/16 code requirement. New application applied with bonding applied, new 1/4 stucco (with bond agent mixed in), then a rough texture coat. The stucco developed cracks during the cure. Kote Conditioning was applied and then an elastomeric sealer brushed over the cracks with a roller.

SW Duration exterior paint was sprayed on, but the elastomeric lines can be seen.

What is the proper application of the elastomeric to ensure it will not be noticed beneath the paint? I am told that it should have been brushed with a wet paint brush.

What is the best method to repair now?

Bulldoze the house and start over.
