Resurface Concrete Steps

I am rehabbing a home and I want to resurface the front concrete steps that lead to the front door. There are 5 steps and each step has a lip on the riser and need to level the flat surfaces of each step so it drains.

Any suggestions on how to do this? I was thinking of reforming the stairs to fill the lip and for proper drainage on the flat surface. Then use some sort of concrete epoxy (?). then pour the concrete.

Is there anything else I need to do to make sure the steps wont crack away from the existing?
