Resetting Just One Stone

Client has a single piece of bluestone (12" x 18" x 1") on a front stairway that came loose. I think it was set in sandmix, and a perfect imprint of the stone remains.

What's the best way to reaffix? I'm tempted to use landscape polyurethane and call it a day, but thinking something thinner would be better.

I really don't want to chip anything out because the existing mortar grout "ooze" effect looks great and is intact.

Go ahead, let me have it.
