Question old concrete basement floor finish?

trying to make a old basement floor look presentable any suggustions?

Coat entire surface with tar, about 1/2'' average. go to wallmart when they are having a pillow sale. purchase 2 pillows per sqft (feather filled only) start at on end of floor, cut pillows open, shake over floor until the desired result is acheived. G
