Interlock Pavers Issue

I seem to have an issue, about a year ago we decided to have a patio installed. I have an issue with the upper half of my poured foundation inside the basement the bottom half is dry. It seems to be wet. No water running through the foundation but is very damp.

The patio stairs is attached to the back of the house where the foundation is wet, we used to never have this problem until we added the patio. When you come out of the house you have a landing that is about 42" wide and about 23' along th back of the house. You then have 4 steps. I was told from the installer that they installed a sheet metal flashing between the patio stairs and the foundation. I dont know if that true but i have to take his word for now. We also had the down spouts run underground. Only one of them is actually near the patio stair, but all four of them connect into one pipe and get directed to the back yard into a 4-5' deep, 7-8' long and 3' wide pebble stone pit. I dont see any water that backs up and comes out.

I had some people come out to take a look at the work to see if they can tell me whats going on and a couple of the contractors stated that he might have too much dirt and its getting wet and that's causing the foundation to soak up the moisture. Today i decided to take a couple of the pavers off the stair platform and see whats underneath. Under the pavers was a small layer of cement that had some wet spots but no puddles. I was able to put a screwdriver through the cement so it wasnt that thick. I then decided to break apart a small section, 4" round to see what was inside. It seems to be gravel. So, its not dirt but who knows whats under the gravel. The gravel was moist and i dont know how far deep the moisture was but i wasnt willing to start taking the stairs apart just yet.

I was wondering if anyone had run into this issue or has any ideas as to what could be causing this issue. Any help would be greatly appreciated.
