Fixing Cement Wall Cracks: Emecole And Plaster?

I am supposed to paint a wall that had paint falling off. After I scraped it, the bad parts had two layers of paint (white and cream), and then some plaster stuff, and then concrete. The exterior is brick. I am thinking I should fix the cracks before painting, but I have two questions.

First, anyone ever use the Emecole stuff, emecole.com/homeowner.php?

Second, what kind of plaster stuff do I put over the concrete? Other parts of the building have plaster, but this stuff isn't the same. It's a lot harder. I am not ever positive it's plaster.

Damn! I can't remember where on the Internet I read about the incompatability of gypsum plaster on top of portland cement.

It's something to research
