Air compresor freon line sealed wth concrete

I live in Florida things might be different here . the air compressor is outside and the freon line runs up the wall to the attic where it is connected to the air handler. outside they put a metal casing around the freon line and it is open at the bottom this is where they fill it with spray foam but I seen a c guys put a concrete in there to seal the bottom does anyone know what it is?? it looks like concrete but it has fibers in it

The fibers most likely are a product called Fibermesh. Mixed with the concrete for strength. You/they should really avoid having copper lines in direct contact with concrete.

They rap the lines with foam I have seen this used to seal cracks in sulfitt too. You may be right with the fiber. Do thy sell together? if not do you mix it with quickcrete concrete patch

You can buy fibermesh bulk, or just order it with the ready mix concrete,
