Adding Mortar To Painted Brick

I have a client who is trying to 'clean up' their fireplace in addition to several other projects. The fireplace is brick from floor to ceiling and the current mortar is 1/4 - 3/8 inch deep from the face of the brick. They would like to lessen the depth of this to make is less chopped up and more (but not fully) contiguous surface. I was going to begin by just apply additional mortar to build it up closer to the brick surface, but they have painted the entire surface (brick and mortar) in the past.

I'm wondering if I need to do something to ensure that the new mortar will adhere to the painted surface.

After this step, the entire structure will be painted again.

Many thanks,
Tim

As long as the paint is sound and is not water soluble, Weld Crete is a legitimate candidate...I call it blue bond, it works very well.

I wouldn't go over the paint.
score or remove the surface paint so you can get to the substrate, then when you use a good product as superseal mentioned it will stick better.
I would use a grinder and be quick but aggressive.
