Cannot Post Attachments

I can post attachments with messages on the contractor.com site but when I go over to the DIY side I cannot.

There is no "paper clip" icon in the message box at DIY and in the "posting rules" box at the bottom of the page it says "You may not post attachments."

I think the administrator has turned off, or hasn't turned on, this function for me.
