need input on tile job

Good morning where i am at. I am a GC near cleveland (no sports jokes please) and need help or more informatiom on a tile job. I have a 15 year old floor with wood framing with electic heat in the floor with concrete over the electric heat. The tile has been a problem for this client since installation. Cracked grout and loose or broken tile. I took up 5 sq ft and found the tile never bonded at all. Pick them up and reuse if you wanted. The thinset is bonded well to the concrete so far.I have random cracks in the thinset and it seems like all the way through the concrete. I will remove the whole floor this week to check the subsurfice. My questions are the following. If we find the subsurfice to be cracked but solid can i retile using a reinforcement membrane over the cracked areas. If I find the concrete to have a pattern to these cracks and is loose over the wood underneath we will not tile and go with a free floating floor. We will bag the electric floor heat ( it has lost some heating capability) and install electic baseboards. Thanks for any input, Bford

Joist size/span/spacing? Thickness and material of sub-floor?
