Actually China is pretty safe, especially for foreigners. I lost a billfold early one night with about $150 in it. The next day the police brought it to me and I have no idea how they found out what hotel I was staying in. Got back the bilfold, credit cards and $150. - Only thing is that I had seven $20s (U.S.) and a left over Canadian $10 bill. I got back a $100 billl and a $50 bill (all U.S).

Not too many building inspectors in China. They would be working for the state. Many construction companies are all/half/partially owned by the government. Many of the design companies also have heavy goverment ownership. It is changing, but a few years ago everything was all government and no one had the money to start a business and with no contacts, they needed the government sponsorship.

Very interesting changes. Like many foreign countries, land ownership is difficult and a few years ago there was little private ownership, but people were allowed permission to use it.
