when moving interior walls and installation of i beams and so on, is an engineer a must on an old reno, the house is 40 years old and wall movement is a must with the owner, i specialize in interior finishing and i will try to find friends who frame and know this stuff..

Your in Canada, what part? I was in Ontario. Fortunately (Cost wise I mean) your only required an engineer if what you were doing fell outside of Part 9 of the OBC, read it, it is specific and easy to follow with tables and charts for beams, sizes and spans. The entire OBC is very well written for design purposes allowing you to do your own design and show your work to the inspectors/planning dept.
