I looked into doing that once before too and found it nearly impossible to find an empty lot zoned for duplexes. Counties and cities just don't like to have them around anymore for some reason. One realtor told me a good way around that is to build a house with a daylight basement, you can live in the top and rent out the basement. They told me one guy did that and the rent he collected payed his mortgage.

Gotta have windows.

A builder I work with from time to time just recently built one, the water tap was around $15,000.00 because the water line was in the middle of a highway.

The city also burned him a new one with the cost of the permit.

Chit, any idiot can do that stuff. Just ask Handyman99, the man knows jack schidt. He'll tell you the real secrets we don't want you to know. You can build the place in a week or so for a few bucks. All the rest is profit. Anyone can do it, and it doesn't really matter what size or color the wires or pipes are, it'll work no matter what you do.

My insurance agent just recently told me they figure a replacement policy at $100 psf.I assume that to be for an average house, not sure. Also, may be different where you are.
