Code Question On House Wrap

I am doing some research for a friend. When was house wrap/paper/weather barrier required in the IRC under steel siding. I know it wasn't required in the 2000 IRC and it is in the 2006 IRC but I can't find my 2003 copy. IF some one has one it should be located in table R703.4
