Window Repair

Hope I am in the fight place to ask this.
I am in the process of restoring the double hung windows in my 1924 house and especially the upper sash which probably have not been opened for 50 years or so. Well the first 2 went great, time consuming but they work perfectly, the third window the upper sash will not stay up, the weights are an inch or so hanging as I was told to do but still this window falls down about 5 inches, any help here?? Thanks
